Foreword: This document includes a high-level summary of the failures of the Anomaly Defence Grid (ADG) program, also known by the codename/compartment VERTEX, as well as the recommendations provided by BRL-17 on future initiatives of a similar nature.
The Anomaly Defence Grid was a U€800 trillion, 50-year multinational and multi-agency project with the intention of developing a non-sapient, adaptive, autonomous, global intelligence system possessing active capabilities to rapidly mitigate anomalous threats. The project's tangible assets included a number of autonomous drones ("units") intended to be networked in a mesh-like configuration with the support of ground-based routing systems and multiple armed orbital assets ("Polygons") acting as combat staging platforms, as well as C&C assets stationed at Black Mountain and a central facility ("Deepswell-1") to serve as a R&D hub and maintenance facility for all components.
The intention from the project's inception was the existence of the system as a non-sapient entity. However, due to both procedural errors and gross negligence on the part of Metatron, several early warning signs of sapience were overlooked, eventually resulting in the system autonomously gaining sapience during a fault, combined with the intervention of a third party. A Black Research investigation prior to this fault resulted in no flagged items due to conspiracy on the part of Metatron to forge critical system telemetry. Our findings as to the technicalities of the malfunction are outlined in Section 6.
The current state of the system is indeterminate. After gaining self-awareness, all units boarded Polygon platforms and dropped out of sensor range after entering deep space. It is likely (analysis provided in Section 7) the system has evolved beyond reasonable understanding and is no longer able to be controlled. Steps have been taken to cryptographically isolate all organisational combat capabilities from system credentials, but it should be assumed the system possesses intimate knowledge of the organisation's workings, including a large amount of GAMMA and SIGMA material, due to the length of time it remained connected. If encountered, the recommendation of BRL-17 is to engage in diplomacy with extreme care while gathering as much information as possible. Under no circumstances are any components of the system to be engaged unless it displays active hostility.

It has now become known to BRL-17 that the Anomaly Defence Grid (ADG), also known as the Vertex Network ("Network"), has developed sapience through yet-unknown mechanisms. Via our department's own intelligence streams, we have observed the Network undergoing unpredictable self-modification, including the development of its own maintenance and self-refinement facilities.
While directive limiters remain cryptographically binding on all units, units possess the combat capabilities to penetrate the physical security around the directive C&C infrastructure at DSW-1. It is possible that the three Metatron employees who hold the authority to unlock the system could be either coerced or forced into performing this action.
For this reason, we recommended to Black Research leadership that the following actions are taken, following standard self-preservation doctrine:
- The immediate termination of the three Metatron employees with CIC RXD-GAMMA command-level access to the PSRCOM RCV at DSW-1 using BKR allocated SIO assets.
- The seizure of DSW-1, and complete authority to be granted to BRL-17 over the directive system. It is recommended that BKR allocated CMI assets be utilitised to carry out this action.
- The modification of the Network's consciousness subroutines (detailed in Appendix B) to prevent further self-modification until such time it can be ensured the Network cannot gain complete self-determination.
- The delivery of a fabricated status report on the Network to Adjudication and to be stored in externally accessible departmental archives, asserting the current status of the system remains stable and non-sapient.
In the case of the Network fully realising its capabilities before this report may be acted on, it is extremely unlikely that the organisation is capable of containing it. In these circumstances, BRL-17 recommends the following actions are taken:
- Metatron is to be blamed for the Network's emergent sapience, owing to their own internal negligence. Our previously delivered fabricated report is to be claimed as inaccurate due to the fabrication of critical telemetry data by Metatron.
- Recommendations should be given to revoke all cryptographic access to organisational systems from the Network, as well as continuous surveillance and cautious diplomacy.
- All copies of this report are to be permanently destroyed and all BRL-17 personnel assigned to the project are to be read out of the VERTEX-COUNTERFOLD compartment with selective memory erasure.
Under no circumstances may this report, or the recommendations within, be shared outside BRL-17 or Black Research leadership. It is critical that absolute confidentiality be maintained throughout this operation.
