Victor Shawn Hartman was the Assistant Director of Raven's Strategic Intelligence Office (SIO) Groups of Interest Unit who held a Sigma clearance, and was recruited as an asset by the Anomaly Rights Coalition. He bypassed Full Depth Memory Screening (FDMS) scans by having his consciousness substratic network rewritten by Exon in a way that allowed him to drop into a mental state during scans that would fake his memories. After the failure of ARC's planned mission revealed an intelligence leak, an extensive internal sweep uncovered his identity as the spy. Later the same day, Victor was shot dead inside the Sigma Unit by Julius Simonsen, a rogue Internal Security agent who was manipulated by ARC into killing him.

History

Victor was raised in the International Scientific Enclave (ISE) in Cambridge, as the privileged son of two high-ranking corporate executives. Though he was groomed for a position in the company, the loss of his parents in an incident in the ISE involving a manifold distortion event prompted him to apply for a position at Raven. He initially began his career inside Raven's middle management as a Black Research team lead, but when a position opened up in the Strategic Intelligence Office a few years later he performed an internal transfer. Now a supervisor at the Groups of Interest unit, he was assigned to the Anomaly Rights Coalition, but began to question whether there was truth in their propaganda.

This questioning led him to book a planned holiday before his next FDMS scan and delve deeper into the group. In a moment of clarity, he made the mental determination that the ARC's cause was only confirming all of the suspicions he suppressed during his time at Raven - that sapient anomalous entities were really suffering due to its absolute approach to containment. Using his intelligence on the ARC and his knowledge of tradecraft to mask his communications, he successfully made contact with the organisation, and together they devised a plan to fool the FDMS system for his next entry to the Sigma Unit.

Several months later, SIO leadership, who still remained none the wiser to his radicalisation by the ARC, promoted Victor to Assistant Director of the Groups of Interest Unit. This position gave him even more power and discretion in operations, and resulted in the creation of Raven's most devastating intelligence breach in the entire history of the organisation. He funnelled highly classified information on bridge laboratory security systems, as well as Raven's most powerful and secretive weapon - the Black Terminal - to the ARC, as well as information on the SIO's surveillance operations on the ARC itself, allowing its operatives to evade capture.
