Secure Limited Access
Secure Limited Access (SLIA) is a decentralised global military network that is regulated by Raven and certified up to the DELTA (SECRET) level. It is accessible even in situations where all general communications are restricted, such as a communications blackout. SLIA phones, manufactured by CORE Infosystems, rely on hardwired, shielded cabling that runs underground and through oceans, and authenticate using hardware Rainstorm Access Control (RAC) tokens that are akin to crypto ignition keys (CIKs). Importantly, it is used for most official communications between Raven and other parties.
Parties that have access to SLIA include world governments and large private corporations, as well as the Interdimensional Research Treaty Organisation. Individuals working in disaster response groups may also be given temporary access to the network in order to communicate for humanitarian purposes when a blackout is in effect. The network is completely separate from Raven's own networks (such as DECINET), which operate on a much higher classification level.
