MEMORANDUM ON PTS PROGRAM
CLASSIFICATION: GAMMA (TOP SECRET SCI)

On 21 Oct 2243, the PTS implant belonging to Michael R. Davis, hardware engineer, inadvertently detonated on board Paradigm Flight 173 to Mars, instantly killing him, as well as Agent Jesse S. Stokes, his SIO guard. As he was sitting next to the hull at the time, the explosion created an atmospheric breach and resulted in the loss of the craft, with a total of 231 casualties. Black Research confirmed the most likely cause of the incident is a circuitry fault related to the RF receiver which created a voltage spike high enough to trigger the detonator.

The PTS program has been suspended indefinitely as per consultation with members of the High Council, and budgetary approval for the project has been withdrawn from Black Research. Any personnel on leave who are currently in a PTS test group cohort will be contacted through their guard to arrange the urgent removal of the implant.

There is to be no official acknowledgement of the cause of the casualty event or the existence of the Personnel Termination System.
