Reality Control

The Reality Control (RCON) department of Raven regulates expeditions conducted by portal laboratories and special operations teams such as DIRE into alternate realities, necessary to prevent attracting attention of a hostile reality or inadvertently causing harm to sapient life. These regulations are of utmost importance, as violations could quite literally result in the end of the world.

As an example, detailed plans for all IRTO expeditions must be submitted to Reality Control before they can be undertaken. They are often revised several times, and can be rejected entirely if the risks are considered to be too great. If scientific personnel do not agree with a judgment made by Reality Control, it can be referred to the High Council for a final decision.

The dimensional targeting systems resident in all Gen 3 bridge laboratories, as part of their PALIS permissive action link system, are cryptographically bound to keys held by the Reality Control division, ensuring portals can only be opened at times designated by Raven, to the approved destination only. Any unauthorised attempts by facility personnel to activate them can result in their paired Facility Termination System triggering and the complete destruction of the facility.

Policy & Standards

The Policy & Standards division of Reality Control is responsible for keeping the Dimensional Security Accords current, and presents its proposed amendments to the Coalition.

Liaison

The Liaison division is the single point of contact of the department for both public sector research organisations such as IRTO and private sector corporations like Metatron. It is responsible for the initiation of new approval cases for scheduled experiments and the delivering of verdicts on them.

Advisory

The Advisory division is a large pool of scientific professionals with degrees in dimensional physics, exophysics, and substratics. They are consulted to provide a scientific perspective of the risk of a particular experiment as part of its overall assessment.

Licensing

The Licensing division of Reality Control issues Reality Manipulation Licenses (RMLs) to researchers and other individuals who will be authorised to conduct extra-dimensional activities, ensuring they are fit and proper people to carry out these activities and have been trained in the proper protocol for interacting with other realities.

The process of licensing is long and extremely selective, with generally only those holding a doctorate or PhD in relevant fields being eligible for progression. Licenses are authorised at multiple levels, and may be revoked even after just one infraction.

Investigation

The Investigation division of Reality Control is a criminal investigatory unit that investigates and refers for prosecution individuals or organisations that may have breached Reality Law. It works closely with Raven's Strategic Intelligence Office (SIO).

RCON investigators are most frequently elite detectives recruited from a corporate asset protection or law enforcement background. Their roles are a mix of office and field work, and while in the field they usually work alone, they have access to Enforcement security assets and may be accompanied by Enforcement or Armed Services personnel in high risk scenarios.

Enforcement

The Enforcement division of Reality Control enforces action taken against individuals or organisations in breach of Reality Law, once a warrant is issued. It is essentially a Raven-controlled police force, though it strictly intervenes only in cases that fall under Raven's legal powers. For high-risk operations, Enforcement agents may be supported by Armed Services operatives, Strategic Intelligence Office agents, or even Calamity Mitigation teams.
