Summary
Exon continues to represent a serious present and ongoing threat to our operational capabilities and to exosecurity as a whole, and may be one of the most significant threats, if not the highest threat to societal stability when taking into account the wider Anomaly Rights Coalition. It remains the recommendation of both Black Research and the SIO that it be destroyed as soon as practicable.
Appearance
SIO SUMMARY
Exon presents as an imposing reptilian approximately 203cm (6 ft 2 in) tall. Its body is covered by dark purple scales with a metallic sheen, as well as bioluminescent purple accents. It has slitted eyes with iridescent, colour-changing irises, and a lizard-like tail with a sharp, bladed metallic tip. Its manifold distortion field causes the area immediately around it to shimmer. It is not known to wear or use clothing. It does not leave detectable fingerprints or footprints, but its presence is detectable through DNA and e-rad effects on surrounding matter.

Ability
BLACK RESEARCH SUMMARY
Exon is a psionic anomaly that possesses an exceptional degree of control over its abilities. It is able to subsume local manifolds within a 1-2 kilometre radius of itself. Its telepathic abilities are exceptional, and it is able to assert control over close individuals, as well as read arbitrary memories; however, it does have difficulty exerting telepathic control over synthetics. It is also able to generate arbitrary electromagnetic fields and even artificially form its own bridges, leading to a signature attack we are provisionally calling “Entropic Decimation”, which appears to kill a subject by tearing them between multiple dimensions simultaneously. Via bridging, it is able to generate its own phase fields and negate nearly any kinetic attack, lowering the utility of conventional weaponry.
Beyond its exophysical abilities, Exon remains a formidable opponent. As an Ir’vaki, it possesses considerable natural armour, as well as sharp claws, teeth, and a venomous spiked tail. For all the reasons stated above, Black Research currently recommends an ability score of 47.
SIO SUMMARY
Exon, as the leader of the Anomaly Rights Coalition (ARC), has unprecedented access to strategic resources, including other sapient anomalies under its command. ARC sympathisers have also been known to aid the group, which should not be underestimated. For all the reasons stated above, the SIO currently recommends an ability score of 44.
JAA DECISION
As both scores are similar, a combined score of 53 will be issued.
Control
BLACK RESEARCH SUMMARY
Unlike other sapient anomalies, standard manifold anchors are largely ineffective against Exon. (GAMMA/REL/BRL11) We believe this to be the result of an evolved system within Exon’s neural matrix, which allows it to remain self-consistent in the absence of a stable grid environment. (GAMMA) Because of this, Grade V or IV grid control equipment is recommended for all engagements with Exon. GFM mitigations should be applied accordingly. It is also known that Exon is highly resistant to infohazards, so we recommend against employing infohazards in combat against it unless given no other option.
(GAMMA/REL/BRL11,CMI) In prior combat, the Excision prototype has been known to be effective against Exon. It is therefore recommended CMI units deployed against Exon in the future be armed with Excision where possible. (GAMMA) Nuclear railguns should not be used due to the possibility of projectile redirection via psionics. Antimatter ablation via antimatter weaponry is known to be affective, but Exon is able to regenerate damage from annihilation by exerting psionic control over its grid. For all the reasons stated above, Black Research currently recommends a control score of 43.
Should Exon be subdued long enough to be contained, it is recommended at least Grade IV grid control equipment be used alongside supplementary manifold anchors, forcefield protection, and interdiction-based immobilisation in a high vacuum environment. Further details are set out in the Proposed Containment Addendum. However, note that current doctrine recommends against attempts at containment in favour of destruction due to the total personnel losses in pursuit of Exon.
SIO SUMMARY
Exon has no realistic avenues for coercion. While we do believe it possesses meaningful relationships and the ability to grieve, past encounters and current intelligence holds that it is willing to sacrifice both its own life and the lives of those it cares about for its cause. As the leader of the Anomaly Rights Coalition, it can neither be coerced through its organisation, nor can its organisation be coerced. We consider it highly unlikely for Exon’s personal philosophy to change. For all the reasons stated above, the SIO currently recommends a control score of 45.

Risk
SIO SUMMARY
Multiple direct-access and SIGINT sources confirm the intent of Exon and the wider ARC conducting further operations in the near future with a high degree of confidence. This does not deviate from historic patterns of Exon’s behaviour. We expect its offensives to continue indefinitely. There is limited reliable intelligence on its specific targets, which elevates our recommendation significantly. The SIO currently recommends a risk score of 41.
