Adjudicator (Raven)
Adjudicator is a role within the Adjudication department of Raven. Adjudicators are responsible for making decisions based on the Dimensional Security Accords, and are capable of issuing binding Verdicts that direct Raven’s operations at a high level. Adjudicators are usually exophysics professionals who have been trained in the relevant treaty laws.
There are two classes of Adjudicator: Adjudicator and High Adjudicator. Standard Adjudicators are part of the Secretariat division of Adjudication, and are responsible for less complex or impactful verdicts. High Adjudicators sit on the High Council and are responsible for the highest of strategic decision making for the most impactful subjects. Secretariat Adjudicators are elected by the High Council. High Adjudicators are elected by Coalition member states during peacetime, but Internal Security always retains veto in the case of clearance rejection.
Appointment
The Coalition employs a strategy in conjunction with Internal Security as part of the appointment of Adjudicators, because of the extremely low success rate of Sigma Star clearance. First, only candidates that are thought with high confidence to be successful in the process are submitted; second, large numbers of candidates are submitted at once; and third, appointees are only announced publicly when a positive outcome is received. This preserves the "illusion" of democracy; an elected candidate is never publicly rejected by Raven.
