The Central Administration Block (CAB) is one of the two main parts of the IRTO Siberia complex, connected to the Main Facility by train. It houses offices, conference rooms, storage warehouses, and personnel accommodation quarters. It is also the oldest part of the complex, constructed first to provide housing for personnel who built the site, and establish an initial infrastructure foothold (power, logistics, comms) in the surrounding area. The building is beginning to show its age, with many parts already decaying or decommissioned.

Plans to demolish and rebuild it to modern standards have been proposed multiple times, but all have been rejected over the cost of prolonged disruption to the facility’s operations, the danger of being unable to restore the legacy IT and communications systems afterwards, and the complex matter of the block’s two integrated VVER nuclear reactors. Instead, internal refitting and remodelling is ongoing, albeit very slowly and at an extremely high expense.
