The Avalon City Power Plant was a power plant operated by the Avalon Power Corporation that used to supply power to approximately 75% of Avalon City. The plant was originally designed as a conventional fission reactor and later a colliding beam fusion reactor (CBFR); however, as part of the company's confidential Project Erebus, the fusion reactor was covertly removed and replaced with a prototype Tombaugh Reactor.

History
Construction
Originally constructed as a fission plant based on a pressurised water reactor design and then upgraded to fusion over time, the plant was originally constructed to provide the main source of power for the city-state of Avalon, so it would no longer need to purchase it from neighbouring states. The plant began construction in 2043 and was completed in 2055. In 2070, its first CBFR, named Dome 1, was brought online, to much fanfare from Avalon citizens. Fusion fuel was delivered in a specialised train depot, owing to Avalon's reliance on rail infrastructure.
Illegal modification
During the 2080s, however, the city's increasing power demands began to overwhelm the plant and despite researching more efficient fusion technology, this would only delay the inevitable. Instead of admitting the strain on their infrastructure and potentially giving up the monopoly they had on the city power contract, Avalon Power Corporation turned to Industrial Occult Systems, who promised their new reactor design could outclass any fusion based counterpart. In 2082, the newly named Project Erebus began construction in secret, deep below the plant.
While the existing basement levels of the facility could be repurposed, further excavation was required due to the size of the new supporting machinery. A new secure freight depot was built below ground to transport in the niobium catalyst required to run the reactor, which was supplied directly by Occult Systems. After the Tombaugh reactor was brought online in 2087, all staff working at the old fusion plant without clearance for Project Erebus were made redundant. The old reactor in Dome 1 was decommissioned and the parts were repurposed or sold.
Destruction
In 2091, the new reactor suffered a catastrophic meltdown as its containment field was destabilised by Industrial Safety Commission inspectors that had gained unauthorised access to the core and, when shocked by its true nature, decided to take matters into their own hands. The plant was completely destroyed in the subsequent thermal runway, which turned it and its surroundings into a sinkhole of molten rock.
