Council of Exotic Artefact Affairs

The Council of Exotic Artefact Affairs, or CEAA, is a secret organisation created by the French government and headquartered in the city of Toulouse, France. It pre-dates Raven and originates in the occult, having previously obtained and stored many of the Precursor artefacts found on Earth during the 19th and 20th centuries. It has close ties with the Aegis Institute, which sits on its council as one of a number of so-called thaumatological organisations.

The organisation's existence is known by Raven. The two remain in a tense partnership facilitated by the Strategic Intelligence Office: the CEAA feeds its knowledge to Black Research and provides access to its artefacts, and in exchange, Raven agrees to refrain from bringing it into the light with the full extent of its military power.

Divergence

The CEAA is starkly different in Tachlat, where neither Raven nor IRTO exists. With its power unchecked, it continued to accumulate influence throughout the 21st and 22nd centuries, and effectively morphed into a shadow ecclesiocracy with absolute power over world governments. Instead of being partnered with the Aegis Institute, in Tachlat, Aegis is a rival of the CEAA, and seeks to undermine its power to weaken its ironclad grip over the world.
