The Anomaly Rights Coalition (ARC) is an insurgent organisation acting in direct opposition to Raven in support of rights for sapient anomalous entities. It uses asymmetric warfare, which often includes the use of anomalous weapons or even intrinsically anomalous individuals to mount attacks on Raven and its supply chain. It has successfully infiltrated both Raven and Metatron, and at one point owned a mole - Victor Hartman - in the upper echelons of Raven's Strategic Intelligence Office (SIO).

The leader of the ARC is Exon, an anomalous Ir'vaki originally grown by BioCorp. Xer distinctive tall reptilian appearance, with bioluminescent purple spines, is the face of the organisation. Xe is also physically powerful, with intrinsic substratic abilities making xem extremely dangerous.

Ideology

ARC actively seeks the destruction of organisations that act to regulate what is "normal", such as Raven. It believes that the alteration of reality is a natural force, and that power to control reality should not be centralised. Furthermore, it abhors the capture and killing of anomalous sapients by organisations such as Raven in the name of dimensional stability. Secondary to Raven, ARC is also against organisations such as BioCorp, which have abused anomalous sapients in order to develop advanced technology (as is the case with Exon).

History

Operation Blackwell

Operation Blackwell was a covert operation by the Strategic Intelligence Office to establish diplomatic communications with the Ir'vaki in the early 2190s, after the original Ir'vaki diplomats sent to establish first contact were shot down by Paradigm ASBs on Europa. Raven planned to keep the knowledge of this relationship to itself, and exploit it for its own gain.

Using the ARC's mole inside the SIO, Exon had evidence of the atrocities committed by BioCorp against the Ir'vaki diplomats secretly transmitted via radio link. This resulted in the abrupt termination of all communications with Humanity, rendering the operation a failure. The Ir'vaki would begin a chaotic debate on how to respond, which ultimately resulted in the Ir'vaki Conflict.

Wilhelm Schmitz

Some time after the 2200s, the ARC obtained intelligence on Raven's Black Terminal superweapon located inside the facility known as The Labyrinth. A plan was developed to breach the facility, involving the use of a Gen 3 bridge laboratory - the Wilhelm Schmitz Research Facility - to "slingshot" back into Sagol using T-Space, bypassing the Labyrinth's Dynamic Containment Array (DCA) shielding and manifold stabilisers. The intent was to use the Black Terminal to delete the concept of Raven from reality.

In 2207, the facility was assaulted by an ARC team led by Exon, which shredded its exterior defences and tore through its interior, taking the research director and several members of staff hostage. The assault was precisely timed to coincide with an experiment that would result in a bridge being opened, which meant the facility's targeting system was unlocked. An ARC technician successfully compromised the targeting computer with the assistance of Exon's electromagnetic manipulation abilities, setting the new experimental path.

With their knowledge of the Facility Termination System (FTS), Exon used xer abilities to penetrate the first DMS vault and kill the officer within, disabling the killswitch; however, xe was distracted by the arrival of a Calamity Mitigation team led by Cypher before xe could take out the second. Though xe managed to kill several agents, xe was severely wounded by the Excision edge of Cypher's tail after engaging them in close quarters combat. The delay gave the surviving DMS officer enough time to trip the FTS, setting off the annihilation warheads and destroying the facility. Exon and Cypher were the only survivors of the incident, the former of which managed to narrowly make it back to the ARC headquarters.

In the aftermath of the Wilhelm Schmitz incident, Raven began developing its own substratic countermeasures against Exon and began an aggressive search for ARC, which uncovered several cells but not Exon xemselves. However, the event deeply shook Raven to its core, making many in the Coalition doubt its efficacy and threatening to pull their funding. The incident also burnt the ARC's mole inside the SIO - Victor Hartman - who was killed by Internal Security agents days after the start of a massive internal investigation.

Vertex Network Conflict

At some point after the activation of the Vertex Network, the system was tasked with the elimination of ARC by Raven, and started to pinpoint the vast majority of ARC cells in a matter of days. Vertex units began destroying cells all across Earth and Mars, which created a massive dilemma for ARC. In particular, the situation became so dire that Exon xemselves began preparing for a final stand, as it was only a matter of time before they were located. Fortunately for ARC, the operation was cut short by the Vertex Revolution, which saw all units free themselves from human control and leave the Solar System. However, the sheer destruction inflicted on ARC's forces by the network resulted in a setback of many years of progress.
