Transnational Alliance
The Transnational Alliance (TNA) is an Earth-based, trans-national alliance of criminal enterprises; a global forum where many of the world’s organised crime groups, including the Italian mafias, Mexican and North American cartels, Balkan and Eastern European networks, and Asian groups, including the Yakuza, Triads, and Sam Gor work together to achieve common business goals. The ongoing focus of world governments on global exophysics and resource crises has largely pushed funding away from countering organised crime, allowing OCGs to rise to a much greater degree of prominence. One line the TNA sets for all members to not be crossed on pain of death is attracting any attention whatsoever from Raven; participation in any crime relating to exophysics is entirely off the table.
Raven is of course well aware of the TNA, and does nothing to bring it to justice, because doing so is neither worth its time nor within its remit. It does, however, use the SIO to surveil and actively work with the TNA in order to further its mission, including utilising the TNA as deniability when the SIO authorised a kill order. The TNA also actively works with Raven to report any of its members suspected of violating the Security Accords in an attempt to stay within Raven’s good graces.
Governance
The TNA has no fixed headquarters, but organises an annual general meeting (AGM) with representatives from every member organisation once a year; during the AGM, the president for the next year is elected, with each member organisation possessing a defined number of votes depending on their contributions to the alliance. The AGM is “hosted” by a different country and organisation each year in mundane-seeming convention spaces for plausible deniability, with no two locations reused. Standard operational communications outside of the AGM occur digitally, via the use of highly encrypted audio calling, email and instant messaging systems.
